Orakanoke Phanaksa

Researcher, National Science and Technology Development Agency

Dr. Phanraksa is a policy specialist in the field of intellectual property laws. She is with the
Technology Licensing Office, Technology Management Center at the National Science and
Technology Development Agency, Thailand. Since 2010, she has been working closely with
the Office of the Higher Education Commission and has played a key role to form a policy
framework to promote and strengthen technology licensing offices and IP professionals in the
academic institutes in Thailand. In 2019, she was the first to be awarded the Global IP
Champion Award from the Global Innovation Policy Center, US Chamber of Commerce. This
award was given to five individuals in the field of intellectual property who are leading efforts
to bring about positive change in their communities and around the world. She is also Co-
Chair of the Licensing Executives Society International- Industry-University-Government
Transactions Working Committee (LESI-IUGT).


Apart from her profession in the IP regime, she was past Co-Chair of the Global Young
Academy, a non-profit organization with 200 top young scientists from all disciplines from
around the world. Having been championing young scientists and IP professionals over a
decade, it has become her ultimate goal to connect and make these two professional
communities work together. At present, she serves the Minister of Higher Education, Science,
Research, and Innovation (MHESI), Thailand, under a strategic advisory team, and Thailand
Science, Research, and Innovation as International Affairs specialist.
